Is there a practical solution for converting HPS to BFW? for some reason, we can only access HPS while we need BFW for temperature control in the steam reformer.

This dosen't look to be an efficient idea. But if it is the only option, you may try a condensing turbine along with a set of condensate pressure boosting pumps. But it is a poor idea keeping in view condensate quality.
