Can anybody tell me the cause of increasing algae and bacteria in a cooling water system?

Make up of water quality and its source is very important in addition to the oil ingress in the system. Effectiveness of Chlorination / other additives also may be checked.

One main reason could be chances of oil slippage into the cooling water system. Oil is a good source of food for micro-organism to grow.
