I would like to know what is the difference between phenolic stripped wash water or non phenolics stripped wash water in the hydrotreater or hydrocraker process.

Non-phenolic water contains almost exclusively NH3, H2S, and possibly a trace of CO2. It is generated by refinery hydro-treating (hydrodesulphurization or HDS) units.
Phenolic (or more broadly, non-HDS) water typically contains heat stable salts (HSSs), HCN, phenols,and caustic. Coal derived gas can be quite high in both ammonia and hydrogen cyanide, and coke oven gas is especially high in these components.

Phenolic stripped water is the stripped sour water that is originated after stripping of Refinery Sour water that contains considerable amount of phenols in it. Apart from Phenols it also contains HCN and other contaminants as well. These types of water originates mainly from FCC, RFCC, Thermal Crackers, Delayed Coker, Visbreaker Units. Phenolic stripped water is has limited recycling option and can be used in Desalter Operation or else sent to WWTP. Phenolic content are detrimental to bacteria's of WWTP and also produces ODOR in the effluent stream.
Non phenolic stripped water is the stripped sour water that originated from Hydroprocessing units and Crdue untis. It contains mainly H2S, NH3 and traces of CO2 as well.

Non-phenolic water is also known as Hydro Desulphurised water because it is produced by hydrotreating units in refineries, contains almost exclusively ammonia, hydrogen sulphide and also carbon dioxide. Phenolic sour water comes from FCC and Coker units of refinery. This water contains organic and inorganic impurities derived from HSS precursors, which is formed from hydrogen cyanide and other salts etc.
