On our dehydrator vessel we have 2 x 2 phase transformers but the current is unstable. Why would the current be fluctuating so much?

Appears like the interphase is very close to the bottom grid level. Current fluctuation is a sign of interphase/ water shorting out the bottom layer of electrodes. Will help to bring down the water/ interphase level. Also is each transformer powering all 3 or 2 layers of grids.
