Can we eliminate reactor outgasing step in a hydrocracker unit during shut down procedure? Is this action depend on reactor metallurgy? In new units, is this procedure necessary?

If the vessel is a 'coil wound' rather than extruded ring/welded construction, then hydrogen dissolved in the steel should not be an issue. Otherwise you risk causing embrittlement due to bubble formation in the metal matrix.
Consult the designer and manufacturer of your specific reactor for confirmation of the recommended procedure to follow. Reactor damage and failure is not a pleasant outcome.
