In case of flue gas power recovery turbine small amount of seal air is always leaking. The temperature of this air is about 200 deg C. Does this create any hot unsafe atmosphere around FGPRT?

Hot seal gas is not a particular hazard. Standard heat shielding is appropriate for personnel protection. It is NORMAL for there to be some seal gas leakage---how much depends on the design of the seal. If it increases significantly, the seal is deteriorating and replacement scheduled. In this case, with plain old air as the seal gas, leakage to the air is perfectly OK.
