The effluent gas existing the reactors is scrubbed with Ammonia or Caustic solution in order to remove SO2, from the recycle gas. If SO2, were allowed to recycle back to the reactor as the burn progresses, it would form sulfate on the catalyst oxidized metal sites. Once the metal sulfate is formed, it is very difficult or impossible to reduce it to the active metal sulfide during startup. Therefore, it is critical to the catalyst activity that SO2, be completely removed from the regeneration circulating gas.

Ammonia reacts with any sulfur released from the catalyst to form salts, controlling H2S emissions

The purpose of adding ammonia would be during the regeneration of HDS reactor for gasoline should there be if any oxides of nitrogen are formed, ammonia will react with oxides of nitrogen gases to form nitrogen and water.
