What are the pre-requisites and requirements for a petrochemical plant start-up (e.g., naphtha-based steam cracker complex)? Does the facility’s effluent treatment plant need to be operational before actually feeding hydrocarbon into the complex?

We have developed a chemical which is able to very quickly separate oil from water, which will reduce the load to the effluent treatment plant. This will help you in better managing both shutdown and start-up phases.

Petrochemical plants generally have their ownstream units starting before the mother unit starts. The downstream units start on imported feedstocks.
In this scenario, an effluent treatment unit becomes mandatory. The effluents are too noxious to be allowed to go untreated.......
