If the sulfur content is less than 0.5 wt % then the crude is considered to be sweet crude. Sulfur content above 0.5% is considered to be sour crude.
The grades of sour increases with increase in sulfur content, like light sour crude with sulfur ranging from 1.0 to 1.5 wt %. Heavy sour crude with sulphur content in the range of 2.8wt% to 3.6wt%

There is no such hard and fast rule. You may refer to the book on Petroleum Refinery Engineering by W. L. Nelson
