What is the purpose of pre-heating the sour water feed (by exchange with the bottoms of the column) before entering the sour water stripper, if it will increase H2S content and water?

Feed product heat exchangers reduce energy consumption by reducing re boiler duty to the extent of heat transfer achieved to the feed. It also reduces cooling water requirement to the extent product is cooled. It is a standard practice and for resource optimisation may not change process efficiency

Purpose of preheat is energy reduction. Steam to bottom tray is used for "true stripping" versus preheating of cold sour water.
Note that the preheat exchanger are subject to corrosion.

The purpose of pre-heating is to reduce the energy for the stripping.
It does absolutely not increase the H2S content of the water.

It is used to reduce the reboiler duty or stripping steam required to meet the bottoms ammonia and H2S specs. It also reduces the size of the air or water cooler required to reduce the stripped sour water to an acceptable temperature to go to the waste water system.

The reasons for a feed to bottoms exchanger, in almost any process, is to reduce utilities cost and column diameter.
