What is the objective of phosphate injunction in the cooling water network and in any steam disengaging drum in the steam system?

Phosphates are added in steam drum for two reasons..
It acts as a buffer in maintaining the steam pH normally in the range what we need depending upon the drum operating temperature and pressure. generally around 8.5
Secondly it forms a protective layer on the steam drum surface there by protecting from corrosion.
But excessive dosing can lead to foaming in steam drum and cause phosphate carry over to the steam superheater coils and cause pluggages and damage too.
It should be always in the right concentration.
