You may have a challenge to convince Inspection team to agree test at lower pressure. Well, when our compressor which used for supplying air for carrying out pressure test (pneumatic ~ 40 bar) had failed in the Platformer unit (fixed bed unit which operates at around 18bar), we went ahead with just 7 bar pneumatic air supply from another compressor and checked for any leak and completed the pr test. It took lot of time to make Insp agree. Also, whenever any hot work done on piping one can do away with hydro test with 100% radiography. Codes allow.
