You may try to do hot tightening of the reformer tube inlet flange once again after achieving 300-400°C before introducing the steam/feed.

At normal practice, we used to open tube inlet flanges for catalyst loading and unloading. This is not a issue of flange leak, due to start up and shut down (normal and emergency). The following are the reasons for flange leak, normally, 1.Non standard gaskets, 2.Flange serration damage, 3.Improper tightening of flanges (Over force given during tightening - it damage gaskets) 4.Leak check to be done at step wise at different pressure levels.

I agree that you should contact the tech services from Topsoe comparing if the designed gaskets are installed

Why have you not contacted the process licensor? Presume the furnace design is theirs. This leakage is not normal. Either incorrect gasketing or bolting is installed or the flanges themselves are incorrect for the service..
