Red hot burner mounting plate is direct indication of back flame. Primarily there are two reasons- Improper assembly of burners which is resulting in back flame. or burner muffle blocks have gaps/cracks in it, Burners are provided in side walls have function of providing heat to the refractory from where it is radiated to the tubes for maintaining reformer tube temperature.
Please check burner installation and muffle blocks for cracks/gaps between block in possible opportunity.

It can be due to the insulation damage.
It can also be due to higher draft almost positive which is causing flame to hit the plates thus causing this red hotness.
You can insert calcium tubes in the ignition hole to prevent this flame back on to the plates normally. This will not prevent but may reduce the damage for some period.
