Are there any methods/systems that can utilize/recover for re-usage gases released into refinery flare system during non emergency periods?

FGRS (Flare gas recovery system) is the method used for the same. You have to evalute the ROI ( pay back period ) for the system & economically feasibility for the installing rotating equipment (compressor) near by the flare area.
Please refer API 521 for the flare gas recovery system. It is well explained but very few refineries have implemented this concept in India.

There are flare gas recovery units to recover valuable flare gas for use as fuel or feedstock. John Zink® flare gas recovery unit is an example of such systems. For further information see the following link below:
