In our refinery Crude heater when open it we see moisture on whole pipe. Can you explain the possible cause for that?

On the inside of the tubes, moisture will be present from steam used to get the furnace hydrocarbon free. If you are talking about the outside of the tubes I would need to understand more about your climate and shut down procedures to anything more than guess.
