What are the approximate costs of utilities like HP steam, MP steam, fuel gas, DM water, plant air, and instrument air for calculating the operating cost of any plant?

Each of these can typically be easily calculated but you will need to know your electricity costs, gas (or other marginal fuel) cost, raw water cost, and the swing/marginal producer of the utility and its efficiency.

The cost of utilities is very difficult to generalize about as they tend to be highly location dependent. They are largely dependent on the cost of purchased fuel and power. For instance a refinery whose incremental fuel is LPG or natural gas imported as LNG will have a fuel gas and steam cost that is 2-3x that of a refinery in West Texas where there is an abundance of low cost natural gas. Typically, refineries value their fuel gas and steam based on the price of their incremental fuel source.
