No, it is not always the practice. It depends on the design/engineering company.
In quite a few designs for amine solutions there is only one flash drum.
Two stage flashing is more typical for physical solvents rather than chemical solvents like MDEA because chemical solvents adsorb much less hydrocarbons than physical solvents.
