Is that correct that a desalter can't remove organic salt? If not, why not?

Organic salts are not soluble in water. Therefore organic salts can not be removed in a desalter. But by adding some chemistry along with demulsifier, this can be done. The chemistry will convert the organic salt in to an inorganic one, which can be easily separated in desalter. Depending on the organic salt, the selection of chemistry can be done.

Yes, Desalters are able to remove only inorganic salts. They do not remove inorganic salts as they do not ionize in water in desalters and are insoluble in water

Electrostatic desalters can only remove salts that dissolve in water.
